Package not received past 30 days

Hello, I made a purchase in April that still has not arrived yet, as of 8/17. I have been in contact with the seller the whole time as she has contacted USPS and Ebay to try to get help. There was an active case with lost packages with USPS, as the package has been lost at the Cincinnati, OH hub. The case was closed on 8/5, but usps hasn't changed the status to lost.
I have started to try to contact Ebay about not receiving the package, but the chat system keeps going in circles with me because it is past the 30 days to file a claim. If I try through the purchase page, it states it's past 30 days and no other options.
Is there any way to get through the AI system to speak with a person or am I out of luck and out $200? Thanks!

You have 30 days past the last estimated delivery date to open the item not received refund, after the 30 days you will have to open the refund through your funding source.
