Package Not Received By Buyer
When I ship a package, and I provide a tracking number that clearly indicates the shipping carrier is in possession of the item, why does ebay make it look like it is my responsiblity to resolve the issue with the buyer? All I can do is provide the tracking information, which is the same information the buyer sees when they track the package, and it is also the same information I receive when I call the shipping carrier. I suppose I can also file a claim with the shipping carrier, but seems to me in order to streamline the process, ebay should suggest the buyer file the claim. That way they will receive the funds directly from the shipping carrier. If I file the claim, then I receive the funds, then I need to turn around and refund the buyer, which creates an extra step in the process. Additionally, there is always the possibility that the item will be delivered after I file a claim, and the buyer is under no obligation to provide me with that information. It just seems like there is an extra amount of burden placed on the seller in these situations. Is there a better way to handle this process?

The seller is responsible for the package until delivery. One reason - the seller controls the purchase of shipping insurance. A seller can choose to not insure a package for the full value, taking the risk of loss for the balance. That is the seller’s risk, not the buyer’s risk. The seller also controls how well the item is packaged.
If a package is damaged or not received, the seller refunds the buyer first, then files the claim with the carrier. The carrier then reimburses the seller.
