Package lost in the mail buyer never recieved

Question

So I mailed the package it was lost in the mail and I went to issue a refund and its wanting to refund the whole amount from my account but why am I paying the fullbrefund when I only recieved. .69$ cents not the full 3.57. They want me to refund, Why is that? Seem wrong to have pay for something I never even received in the first place

You must refund the buyer in full for the full amount they paid. Once the refund is issued to the buyer, Ebay will release your payout to you from the sale.
