It depends on what you mean by the wrong address. Did the shipping carrier delivery the item to the wrong address or did the seller place the wrong address on the label? You will need to ask the shipping carrier if the address on the label is your address. If so, then the carrier is responsible for recovering the package. If the address is not your address then you will need this in writing (not an email) in order to appeal the rejection of your "Item not received" case.

Unfortunately, you have fallen prey to the False tracking number scam. You filed a claim through eBay that you did not receive the item but since tracking showed it was delivered, they ruled against you.

You need to get a document from the Post Office stating that the package was not delivered to your address and then contact eBay with that information to prove delivery confirmation was to a different address than yours. Make sure you tell eBay it was a False tracking number scam.

Depending on the subject, representative availability and other factors requesting a call back may or may not be possible. Chat or an email may be provided. If for some reason eBay does not refund you then you will have to pursue a dispute with your card company or PayPal. Just know that if you do that eBay will not support you at all if you run into issues with the dispute.

Buyers are required to keep their SHIP TO address up to date. The seller needs to send to the ship to address attached to the payment to keep his seller protection. Can you contact the people living at your old address to make arrangements to get the item?
