Package damage to item received

Question

I received an order today and the item thankfully was fine but the packaging had been opened /torn completely down the front of the package. It was shipped in a bubble mailer and the outer package was dirty completely open down the middle revealing contents of package with bubble intact. It appeared as if it had been poorly mishandled during transit. Should I let the seller know? I will be giving positive feedback for sure but seller may want to consider different packaging.

I would like to know if an item I shipped had an issue due the packaging I chose. I only ship flat items or clothing in bubble mailers.
