Yes, PO Box addresses are allowed on eBay.
Buyers can enter a PO Box at checkout, just keep in mind that delivery depends on the shipping service. USPS will deliver to PO Boxes, while UPS and FedEx usually will not.
Sellers can also use a PO Box as their return address if they prefer.
Just make sure you ship to the exact address on the order so your seller protections stay in place.

I see where the confusion is coming from.
Yes, you can use a PO Box for shipping or return purposes, but your registration address is different.
Your registration address is your main contact address and should be your real physical address. That’s the one tied to your account and used for verification:
https://accountsettings.ebay.com/uas/addresses
For the others:
shipping address - can be a PO Box
return address - can be a PO Box
ship from address - should reflect where items are actually shipped from
So in short, PO Box is fine for receiving and returns, but your main account address should be a physical one and kept accurate.
