Registered mail had always been the safest method for sending coins, and still is in the US.
Registered mail is not available for Priority Mail International, but is still available for First Class Package International Service (FCPIS). Unfortunately, First Class Package is limited to $400.
eBay International Shipping (eIS) could help you get around that problem, since they take on the liability once they receive the item, but they have an export limitation of $2500 (the threshold for requiring more forms). More importantly, eIS won't ship coins or money, so that option is out.
The end result, if you want registered mail, is that you would have to limit your exports to items under $400 and not offer an international option on items with a higher value. Since your listings are auctions, that will be hard to monitor. I don't really know how safe priority mail is when going through foreign channels.
My best suggestion is to post on the shipping forum to see if others have found a workable solution.
