overseas customer can't purchase my item and I have eBay global shipping enabled
A customer wants to purchase one of my items and eBay on his end will not let him. I have eBay's global shipping enabled but it won't allow it to go through.

Not all items can ship to all locations due to country specific import restrictions and restrictions of the eBay International Shipping Program.
On RARE occasions an item is falsely blocked due to a keyword and rewording the title/ listing lets it ship. If the item does not have ANY ship to countries then the ITEM is blocked.
For example I helped a seller recently that was trying to sell a farming part that can be used as a seed spreader. The word seed blocked it from the EIS program completely because importation of seeds has restrictions in MANY countries. The seller removed the word seed and the item qualified, you would NOT want to do this if it was a really seeds of course.

AI tells me that the restriction is probably because Germany has strict recycling regulations. So 'can' is probably causing the problem.
You could try changing the description to something like 'metal art', but you still risk the item being denied at the international shipping hub. If that happens, they will refund the buyer and resell the item in the US - you keep the sale.
I think you might also need to change the category - I can easily believe that anything in a food related category is going to be export restricted.

Each country has set their own import restrictions. Unless the buyer is in the Middle East, he probably cannot purchase the item due to such import restrictions.
Sometimes an internet search can help you understand the restriction, such as vintage dishware not meeting current safety requirements.
