eBay (actually its payment collection contractor Adyen) tells the payment source how much to pay. It adds the price plus shipping and handling fee plus sales tax to the buyer's shipping address and charges that. If the transaction is in a different currency it gives you the option converting to your currency at Adyen's "buy rate" (which is NOT the same rate that eBay uses to quote an "approximate" conversion on the listing--it is usually about 4% higher) or charging the funding source the amount in the currency of the listing (not sure exactly what criteria is used to determine which is "your currency" whether your country of registration or which site you are buying on or what).
So it was NOT the seller. As the prior answer advised, go to your My eBay: Purchase History and view the transaction details to get the breakdown of what the charges that went into the total of your payment were.
If the charges on your credit card do not match up with the amounts shown in the Order Details on your Purchase History, contact the credit card company.
