Keep in mind that Fed Ex does sometimes add incorrect surcharges but there are CORRECT surcharges that you can read about on the Fed Ex website.
Personally if I have an item that is too large or heavy to ship via USPS then I use UPS and buy the label from PIrateship.com. Pirateship helps with insurance claims and surcharge disputes. UPS does have a list of valid surcharges on their website too. UPS does not add surcharges as often as Fed Ex does.
Here's how to contact eBay general customer service:
eBay agents are working from home so you have to request a call back or live chat.
1. CLICK THIS LINK:

2. Request a call back
3. Or you can also contact customer service by sending a PRIVATE message on social media. Customer service verifies your identity before responding.

If you used eBay labels, you will need to get them involved to resolve this.
Best way is social media if you use that -
they have experienced & responsive teams there to help resolve most issues.
Only use Private DM/PM Messaging - do not post your account info publicly.
Give them your User ID, your real name/address/country, the email attached to your account, Item #, and explain the issue in detail with that delivery photo.
They usually respond in a day or two.
