Overcharge for USPS Padded Flat Rate Envelope.
I recently made an observation while printing a shipping label. On May 6th I took note that I was being charged $9.55 for a USPS Padded Flat Rate Envelope. I thought it was a price increase until some time later the cost to me was back down to $9.20. I looked back as far as it let me in the shipping labels, four pages, to March, is the farthest back it allowed, when I found the 3rd $9.55. That number was mixed randomly between March and May three times. Curious if I'm missing a special assessment and how long has this been happening? Anyone else? Grinning.

"flat" rate envelopes are no longer flat
I also pay $9.20 - $9.55 for PFRE
I believe it is a .35 charge for rural locations.
