Out for delivery should mean I am not responsible if it doesn't get delivered, yes?
On the facts of this claim buyer never received the item, it said it was out for delivery, then delivery failed. Why should it fall on seller to make sure his service does their job? Maybe buyer wasn't home when delivery was attempted?

You are only responsible for shipping to the location the buyer provided at checkout. If there is a delivery issue that says attempted delivery OR return to sender then when/ IF the item is returned to you just refund the item price only. You can then relist it for the buyer pay again if they wish to have the item reshipped.
However if the item is LOST in shipping that is a different story and then your postal insurance and the eBay seller protections may come in to play.
If the buyer files a not received refund request and tracking doesn't show recent movement to the buyer then you need to issue a refund before eBay steps in on the 4th business day or you get a defect.
However IF the item does finally arrive AND you used an eBay shipping label then eBay will refund you for the sale. This is a NEW seller protection that just started this month.
