Given the status of shipping today it is not unusual that an item may arrive late. However, once the last estimated delivery date passes by at least one full day and not more than 30 days you can open a case for an "Item not received". The seller has three days to prove with tracking that either the item was delivered or is still moving through the shippers system. If they cannot do this then you can "Ask eBay to step in" and they will force a refund. If the tracking shows the item moving then do not be too quick to open the case as you could receive a refund and then receive the item which is not fair to the seller.
