Ordered and paid for two items . Received one. Contacted PayPal and gave to send the item back

I ordered and paid for 2 items. Seller was a jerk. eBay was not doing anything so I contacted PayPal. I was able to get my money back but I have to pay for shipping! How can I avoid this

If you had gone through eBay returns, you do not have to pay for return shipping when you receive an item that is not as described (i.e. you bought two, but received only one).
