Hi,I purchased a moderately expensive item.the person I negotiated with messaged me that heâ€™s been busy with work and with some family matters. Itâ€™s now been 1.5 week since I made the payment and he is yet to ship the item. I message him saying that I hope everything is well, and in a sense letting him know I want my item shipped without pressuring him too much in case he is in fact dealing with a family matter. mid I cancel the order before itâ€™s shipped I get my money back right? thank yo...

Sellers are required to ship within their stated handling time. An excuse that they've been busy doesn't cut it. They have a commitment to ship you purchase.

You don't want to ask for a cancellation, you want to do this:

When it's past the estimated delivery date shown in your Purchase History, you have up to 30 days to use the option next to the transaction to open a case for an item not received. The seller will have 3 business days to prove delivery or refund. If he doesn't, go back to the case on day 4 and use the option to ask eBay to step in. They will force the refund.
