Order paid for and received wrong design

Question

I ordered a specific stamp design of children and seller sent me a cartoon dog. The seller's receipt says returns not accapted and do not contact. How to get the product I ordered or one that is acceptable.

If you receive an item that does not match the description, file a "not as described" return within thirty days and return the item at the seller's expense. The process is automated; if the seller does not cooperate at any point, ask eBay to step in after three business days.

The seller's stated return policy only applies to "remorse" returns, not when an item does not match the description.
