The seller writes the reasons and does not send the bag, till 23 march please help me to send the item on time.

If the latest estimated date of delivery is Apr. 3rd, then you will have to wait 24 hours after that date has passed to file a Refund Request.
Go to your My Ebay page >> Purchase history
If the seller does not respond after 3 days, you can ask Ebay to step in to help you.
