Only half of the ordered item was delivered, the other part was lost by ups
Only half of the ordered item was delivered, the other part was lost by ups. (I bought a set of 4 wheels and 4 tires by only 2 arrived)
Can I return the half that was shipped for a full refund?
When should I file a claim with eBay?

You are protected by the eBay Money Back Guarantee for 30 days from the date of receipt: eBay Money Back Guarantee policy
Go to the item in your Purchase history and file a RETURN using the reason "Does not match pictures or description". eBay will issue you a pre-paid return shipping label regardless of the Seller's return policy. You return the item and the Seller will have 2 days to refund you. Failing that you go back to the claim and ask eBay to step in and force the refund.
If you purchase all four on one listing the issue will be that eBay is only going to issue ONE return label. It is sadly one of the areas eBay falls short in with regard to multiple package shipments from Sellers on a single order. If the Seller wants the other tire back they will have to purchase a label from you and send it but DON'T let that stop you from shipping the one back with the label eBay provides.

The wheels were shipped in two packages each with a different tracking number. There was a third small package just with the lug nuts that arrived as well with its own tracking number. So the label they issue should cover shipping for both wheels I would think?
Right now the shipper is filing a claim with UPS, I'm not sure how long to wait before I file a claim. I'm not sure if he plans to buy another set of wheels/tires with the claim $, then send them to me. He is not providing a lot of detail.
The estimated date of arrival was 10/2/25, the first two wheels and the lug nuts arrived on 9/30/25. The second set never arrived.

-eBay will ONLY cover you with a claim through them for 30 days from date of receipt. Yes, on a multiple package shipment each label HAS to have its own tracking number because it is a separate package that has to be tracked.
-Regardless of what the Seller tells you keep in mind your protection with eBay is limited. If it were me I would file the return claim. The Seller can do whatever they want with trying to find the "lost" package. You also do not have to be in contact with the Seller during the process through eBay, file the return via the item in your purchase history.
