Only A Partial Refund Was Issue
I returned an item which I purchased on Ebay. The seller issued me a complete refund,
yet only a partial refund was authorized by Ebay/Paypal, can anyone please explain why?
Good luck trying to call Ebay! Just a recording which takes one through various
options, none of which are relevant to my issue. I tried the virtual help desk, more nonsense.
Is there a customer service # for Ebay and I can speak with a real person?

Did the Seller tell you that it was eBay that took away part of your refund? Some Sellers are eligible to deduct up to 50% of a Buyer's refund. I think it is more likely that the Seller didn't refund the full amount.
I would message eBay on their Facebook page and ask them to look at the refund.
