You are responsible for paying the reserve price option fee even if the item doesn't sell. Please read the link I provided you in my earlier post.
It would be beneficial to you to not use the reserve price option and just start your auction bidding at the least amount you would be willing to accept to sell your item.
Nothing was sold. That’s what I’m disputing. I’ve since removed the item. I finally talked to customer service. They said I clicked on it when I posted the item. I thought it would be payable when my item sold. But they said I have to pay even though it didn’t sell. Don’t remember seeing that. They couldn’t explain the fee very well.

Mentor8 months agoYou used the Reserve Price option on your listing. Using the Reserve Price option has a fee.

"$5.00 or 7.5% of reserve price, whichever is greater (maximum fee $250)
Charged whether or not your item sells"

Mentor8 months ago@ricky2656 I do not see any active or sold listings on this account. Can you please share the item number of the listing so I can look it up that way?

Mentor8 months ago@ricky2656. Sorry I didn't see your basketball card magazine in completed when I looked earlier.
@lady_madonna gave you an excellent answer. The reserve price fee is due the moment you list.
The fee is shown at the bottom of the screen before you submit the listing.
You can ask eBay if they will give you a courtesy refund for the reserve fee but there's no guarantee that they will.
If they don't then the account is eventually sent to collections which hurts your credit score.
I recommend using social media.
