Sales tax is determined by the laws in the location the item is being shipped to. The rate the buyer pays depends on that location, as well as whether the sales tax applies to shipping or not.
According to Google:
"The Oklahoma state sales tax rate is 4.5%. When combined with local, county, and municipal taxes, the total sales tax rate can range from 4.5% to over 11% depending on the specific location. The average combined state and local rate is approximately 9.05% to 9.06%."

Some states require that taxes be paid on shipping cost as well as on the cost of the item.
