in the send an offer section the offer does not include shipping fee and i offer free shipping so if i send them an offer and not include shipping in it will the final transaction have the shipping included or the excepted offer be short

With offers the amount you set for the offer is for the item only. Any shipping amount is not changed. If you have a separate shipping price in the listing that amount will be added to the offer price as part of the buyer's total payment. Since you have free shipping you have already included the shipping cost in the item price so the buyer will pay the offer price only. You need to make sure when doing offers on free shipping items you take into account how much your shipping is so you don't price too low.
