Offers to Buy
Can I contact a seller and offer to buy their item? (Through eBay of course)
Or does the seller have to make the offer?
No 'Offer' or 'Buy it Now' in listing

You cannot make an offer through messages.
If the listing does not show the "Make offer" option, then you cannot make an offer.
