I AM SEEING THAT WHEN I OFFER MAKE A BID THAT IF I WIN MY EBAY PROCESSES THAT BUY WITHOUT APPROVAL. SO NEXT THING I KNOW OR NOT I AM BEING CHARGED AND WON OFFER WITHOUT EVEN AGREEING. I HAVE BEEN CHARGED ON A BID I DID NOT EVEN BID AT THAT HIGH PRICE. IS ANYONE SEEING THIS TOO? THANKS

Your consent was set out right above the button you clicked to confirm submitting the bid or offer. Why do you think they required your payment method (and shipping address and gave you the opportunity to change them before you clicked the button)?

You post is a bit confusing because you are saying bid and offer at the same time when those are two different things. But what eBay told you was that by making the offer, you agree to the payment if the seller accepts it. They also tell you that by making a bid, you agree to the payment if you win. There is no need to approve anything.

Nothing has really changed much. You have always been contractually bound to pay for an accepted offer or winning bid. The difference is that you provide your payment information up front (which is used only if the offer is accepted or you win the bid).

There isn't any way you can win a bid or have an offer accepted for more than the amount you entered.
