-Is the Buyer a member who has messaged you? If so the message flow on BIN listings will have a Reply with offer button
-On your Active list you might be eligible to send offers to Watchers BUT you can't see who they are and the offer gets sent to ALL Watchers, not just one.
-If you have Make Offer turned on on the listing they can send you one and you can Counter offer. For myself, I don't use Make offer, it just drives prices down.

If it isn't there ("this feature is unavailable on auction or multi-variation listings, and in the motor vehicle category") you can only send offers to particular buyers as a counteroffer to their Best Offer. Otherwise you can send blind offers to those who have the item in their Cart for a couple of days or on their Watch List. Scroll up the page from the above linked section to see how that works.
