As a seller, how do I send an offer to Watchers if not prompted to do so?

Unless you sign up to have your listings Promoted / Sponsored, you cannot send buyers offers, they have to send them to you.

There are fees involved for having promoted/sponsored listings and they involve you selecting a percentage discount you will send buyers who open the listings, whether they want to receive offers or not.
