What can you do when the same person sends you ridiculous offers on already low price items. When I send a counter offer he goes up by 3 or 4 cents. Is that harasment?

Then you don't have to deal with them anymore
OR counter one time stating THIS is my lowest best offer price and ignore all other offers from them.
