Offering lossing bidder chance on unpaid item
I have someone that hasn't paid for an item. I want to offer it to the person before them that I didn't win it. How do I create a message to send?

When a buyer doesn't pay you can cancel the sale after 4 FULL DAYS so on the 5th day cancel as buyer hasn't paid. This gives the non-paying buyer a strike on their account and they also will not be able to leave feedback. Then you can make a second chance offer.

Add the buyers to your blocked list:

Set up your buyer requirements to block buyers with 2 or more unpaid items.

While you're in account settings I also recommend blocking buyers in locations you do not ship to.
