Offer was sent but not allowing me to purchase.
I clicked on review offer to purchase the the offer that was sent to me but it goes to black screen stating something went wrong.

Make sure the item is still available for purchase and ships to your location.
Try another browser to rule out a browser issue. Or try completing the offer purchase using the eBay app. Be sure you are signed in to the same eBay account if you are using a link in an email.
