Offer was not an order
I made an offer an item and I checked to see if I received a response and found that eBay had changed it to order and charged it to my card. Is this how eBay works?

Yes,
If the seller has their buyer requirements set to "Require buyers to provide a payment method before they place a bid/offer" you would have seen this message when you were making the offer.
