Offer stipulation not followed
I made an offer on a device stipulating in the offer message to seller :
verify model SM-G986u1 manufactured by Samsung factory unlocked without carrie bloatware. shipping upgrade to 2 day
Offer was accepted and shipping was upgraded to 2 day but device is not SM-G986U1 but a lesser value SM-G986U and is carrier locked by Verizon.

The buyer wrote to return it once i recieve it. however he can reroute the item via UPS back to himself by calling or going online. I would prefer not to recieve the item.
How should i handle feedback. the seller has no returns on the item but did acknoledge in messages i should return it when i recieve it. it was also the stipulation to verifiy the items authenticity.
I am sorry for so many questions it just seems that all the devces i looked at on ebay were fraudulant in some way. sellers in china selling as us stock. headings with one model and details with another. seller answers being vague or ambiguous. Craigslist seems safer at least you can inspect the item before you pay for it

It costs $17.50 to recall a package and that is without a guarantee that it will work.
If you refuse a package, the seller can accept it back without refunding you.
If you want your money back, you need to open a return and follow the process I gave you. A seller's no-refund policy is moot for an item that is not as described, which is your Money Back Guarantee protection.
You can usually avoid these problems by reviewing seller feedback before you buy and only buy from reputable sellers with a history of selling that type of item. Stay away from sellers registered in China (see their feedback page to find out) for name-brand items (at the very least) as they are likely to be counterfeit.
(If you haven't received the item yet, I don't know how you can know whether it's the right model or not.)
Leaving feedback should be the last step in the transaction. You are not even close to that yet.

If you received an item that is not as described, you have up to 30 days to open a return using the option next to the transaction in your Purchase History. The seller will have 3 business days to provide a prepaid return shipping label or else refund. If he does neither, go back to the case on day 4 and use the option to ask eBay to step in. They will force the refund.
