Odd series of events ended with payment and no delivery - more
Hard to put this in a short history summary but here goes - I bid on an item and ultimately my bid stayed as the top bid. However, I did request earlier to retract the bid as I realized I had errored on make of the item (model). The retraction cancellation did not go through. I accepted that and saw that the package was being delivered. However, the seller put another person's name and address on the package to be delivered. DHL confirmed that my name and address was NOT on the package thought it was delivered to an entirely different person (their name and address) in another city.
The seller was contacted and asked to explain. The seller said that they would make another shipping label and to wait until the following week and again contacted the seller who said the following month (that would be March).
My last message to the seller was to give me into on making good on the purchase or to refund. I have not heard back. Sadly, the seller lives in another country.
I used a payment service that allows to pay over time. I have since already have had to pay into this payment.
Please advise.

·1 year agoYou have 30 days from the estimated delivery date (or the delivery date shown by tracking if it is earlier) to file under the Money Back Guarantee. NEVER let a seller string you along past that date. If you don't have your item as described or a full refund by that time, file before the 30 days is up.
If the online tracking report for the tracking number shows delivery to the same zipcode (5 digit) as what the buyer gave for the shipping address, it will presume it is to that shipping address. That presumption is rebuttable by documentation from the carrier that it was not delivered to that address (the document does not have to give the actual address but merely state it was delivered elsewhere than [your shipping address] since there might be privacy issues). This covers errors by the carrier in mis-delivery (the carrier can tell this by matching the GPS coordinates of the delivery scan with the facts on the ground) and a scamming seller who sends a low value package to another address in your zipcode. On the other hand, neither eBay nor the seller is responsible for the theft or other disappearance of the package from your porch, doorstep, or other place at your address. You can try your homeowners or renters insurance agent to see if that would be covered at what deductible.
