Mentor4 months ago@mandercakez A seller can accept or decline a cancelation request. It's odd that they ask you to cancel and then declined it. An eBay agent can't force the seller to cancel.

Look for the last estimated delivery date in your purchase history. You can file a refund request when it is one day PAST the last estimated delivery date .
You have 30 days from the last estimated delivery date to file a refund request on eBay.

If it is more than 30 days past the last estimated delivery date then you can file a refund request on PayPal up to 180 days from the date of purchase. OR if you didn't use PayPal at checkout contact your bank or credit card to report that you didn't receive the item.
