First: all infrequent Sellers will have their funds held for approximately 30 days in the event of a refund request. Buyers have up to 30 days from delivery to request a refund and Sellers need to have the funds available to cover that.
Second: you recently received a negative from a Buyer regarding a broken item. Did that Buyer open a refund request on eBay? Did you issue a refund?
Once you have additional successful sales, without issues with your Buyers, eBay should release your funds sooner.
