Of course they do but you have to take action to let eBay know. Check your purchase history for the last estimated delivery date for the item. Once this date has passed by at least one full day and not more than 30 days you can open a case for an "Item not received". The seller has three days to prove with tracking that the item has been delivered or is still moving through the shipping carriers system. If they cannot do this you go back to the case and "Ask eBay to step in". Then eBay can force a refund from the seller.
Here's the problem and I can't believe they could do this... but I ordered a Mandalorian armor costume on 5/18/26... said it was going to take a while primarily because it was coming from India.. messaged seller on June 22nd asking for when I might see it, they messaged by back that it was in transit and it will take a bit yet. I have been watching this every week, and was getting updates from eBay saying it was to arrived on 8/16/26. I checked on 7/14 in the morning and checked the tracking and it still said in transit and delivery expected on 7/16. Later in the day I checked it again, checked the tracking and it said it was delivered on 6/1 and that dispute window was passed the 30 days and expired on 7/1. I did not receive the item. Their was tracking information provided on 7/14 as well, showing tracking item from NY (not India) and didn't remember till a couple days later I did get a bag in USPS and a .01 KG weight item of a "handle for a walking cane" about 4" X 1/5" wrapped container... (which I didn't open yet even) and I didn't recognize the seller as it was ROORKEE, not probemsolvingproducts... like who I ordered from, and didn't know why I got it, but I saw that this had the sellers USPS tracking # on it for this "handle for a walking cane" and it was not anything like the Mandalorian Arm Costume, (which would be 10X larger and would weight 20X the amount of this item they shipped and are referring to in the USPS tracking. I chatted with Ebay they opened a dispute, then seller had it closed immediately. I appealed and spoke to an eBay rep by phone, which was really hard to do, and now they don't answer on that phone number... but the rep said this was fraudulent and that a return would be issued and the seller would get me a return and respond within 48hours. I got a response said they are looking into it, and then eBay closed the dispute again. I sent the seller photos of their USPS package and the contents and they told me it had the wrong name on it.... I told them yes, you didn't print the last two letters of my first name and my last name on it when they sent it, but that was their problem and I told them I still received it and I have all the proof of their sending this tiny, item with no weight, item sent from NY, right on my desk with their tracking number they are referencing and they are not doing anything about it, just keep getting the dispute closed... and I can't get eBay to call, even though in the chat box, says they will call in 2 minutes each time I try, never get a call. Don't know what to do???
Again, until July 14 and 15th, the last estimated delivery date was July 16th and I already was making complaints and chatting about the info saying it was delivered on June 1st, even though ebays last estimated delivery date was July 16th. I have screen shots of all of this happening as well, so I can prove all of this. Crazy what is happening on this and eBay each time said they will get this resolved and then I see it gets closed later that day. Don't know how to get someone to listen or care enough to handle resolving this.
