Not getting full order

Question

I ordered a two pack of chainsaw chains and only received one chain. from day one for two weeks i tried contacting the seller with no response. i got E-bay involved and they ruled that because it showed an item delivered case is over even though i didn't get what i ordered and paid for. I have checked out this seller and this has happened numerous times and the customer always gets screwed. How can E-bay let someone keep selling on here knowing they are stealing people's money?

You opened the wrong case, since, as you saw, you did receive a package. It just isn't as described.

You need to open a not as described return request, and be prepared to return the one you did receive. The seller may offer you a partial refund to make up for the missing item, but he does not have to do this.

In your purchase history, select return this item. Under reason for return, select does not match the description, and follow the prompts.
The seller has 3 business days to send you a return label or a refund. If he doesn't, or says he can not send a label, go to your case and click 'ask us to step in'.
