If I understand correctly now eBay allows its customers to waste money on goods that would never reach sellers without a proper investigation because about a little over three years ago I bought a guitar on eBay till today I have not received the item. Thought, this time please provide me with pictures that the item was delivered to my address if not I will consider it as a scam from eBay and follow with necessary action to get my money back. Please your opinion is very important.

There is no way to get your money back now through eBay. eBay would have helped you within 30 days of the last estimated delivery date shown in your purchase history. Your payment source probably would have helped you for 180 days from purchase. After this amount of time there are few ways of getting a refund. Remember that eBay is just a listing site for sellers and sells nothing to buyers. Your problem is with the seller only now as you have passed any protections from eBay.
