Not able to contact eBay about a scammer

Question

I won 4 auctions on eBay and not one single item have I gotten I’ve so far have gotten money back on 2 items which I’ve had to apeal on 2 of them I can’t get ahold of anyone to tell them that iam getting scammed and so is eBay but I can’t tell anyone anything I’ve also noticed patterns of this scam but agin can’t tell anyone and this isn’t going to stop but it’s easy to see that your going to get ripped off I sell and buy on eBay I’ve not really had any issues until now

Select "The seller has violated one of eBay’s policies"

Then "Seller doesn’t want to complete the sale"
