Nonfunctioning gift card
I tried chatting with E-Bay's Bombay office, and he asked me if the PIN was the 4-digit no. on the card (if he works there, why's he asking me?). They were no help at all, and the code isn't working. They'd sent me a survey, I responded with my account of their poor service, and have received no response. HOW can I reach them to ask for a new card?

How did you get in touch with eBay, exactly? There are a lot of scammers creating fake "customer service" pages, then taking out ads on Google so that when unsuspecting users search for eBay customer service, the get the fake page with the scammer's number.
If you actually went through eBay's Help & Contact page and requested a call back or a chat with a real agent, the agent may have been asking if the last four digits of the thirteen digit redemption code were readable rather than asking you to actually provide those numbers.
Scammers can steal gift cards from stores, remove the security coating to obtain the redemption code then scratch out the last four digits and reapply a security coating. The scammer then smuggles the tampered cards back into a store, waits for someone to purchase and activate a card and then the scammer can use the funds while the card buyer is still trying to figure out why the last four digits are not readable.
