Non-receipt of my order #17-13325-32817 for item ID205600751384
The seller says that the item was mailed on July… but I still have not received the item. Can you please void the order and refund me the $22.40 that I had charged against my credit card.

You had 30 days from the last estimated delivery date shown on the listing and in your Order details to file an Item Not Received dispute through ebay. Since that time frame has likely passed you are no longer protected by ebay's Money Back Guarantee (MBG) read its terms and time frames in the link below, which I suggest saving/bookmarking for possible future use.

You will have to contact your credit card provider and request a charge back for not receiving the item.
