When you cancel the transaction after 4 days of non-payment and specify the reason for the cancellation is that the "buyer didn't pay", Ebay will track that on the buyer's account.
According to Ebay:
All unpaid items are recorded on a buyer's account. Buyers who have excessive unpaid items, or canceled transactions, may have limits imposed, or lose their buying privileges.
