Neither party can leave any feedback after the unpaid cancellation. Some bad sellers leave a positive feedback with a negative comment before (or instead of) cancelling for non-payment which is specifically against eBay rules and the comment (but not the positive rating) will be removed if the buyer brings it to eBay's attention.
Since you can only leave positive feedback for a buyer, why would you leave a positive for a non-payer?
If a buyer doesn't pay within 4 days, on the 5th day, select the option in the dropdown next to the order to Cancel the transaction using the reason that the buyer didn't pay. The buyer receives an unpaid item strike. Two or more of those and his ability to buy and bid on items will be limited (or even ended).
To protect yourself from non-payers, add the buyer to your blocked buyer list. Then scroll down the page to make sure you have turned on the option to auto-block buyers with 2 or more unpaid items within 12 months.
You give them a Strike for not paying, not bad feedback.
