Non paying buyer
I know this has been beat to death, but how do you or can you speak to someone that cares at EBay? I have just had a cancelation from someone that has been doing this for years! Looked at their feedback and many negative comments about not paying. Thought 4 times and your delt with? This is a classic example that this DOES NOT HAPPEN. In my opinion EBay is enabling this persons process. HELP!!

I am sorry that happened, it's frustrating when buyers don't pay or cancel.
You may want to block that buyer from future purchases: https://www.ebay.com/bmgt/BuyerBlock
To help avoid non-paying buyers in the future, here are some settings to consider:
1) You can block buyers with prior unpaid purchases:
Set your Buyer Requirements to –
- block "buyers" with x number of unpaid purchases (2 in 12 months is the most strict)
- block "buyers" who live in a place you do not ship to.
- Update block settings for active listings (and future listings)

✓ Auctions: Require buyers to provide a payment method before they place a bid
✓ Offers: Require all buyers to provide a payment method before they make an offer

There is no incoming phone number for buyers or sellers. If you want a call back from eBay Customer Service, here is how to get a call:

Scroll to the Bottom of the page similar to your question
1) Click "Contact Us" or the ? then:
In the CHAT WINDOW
2) Type "I need help"
3) Click "Selling" (or your topic)
4) Type "Agent" in the chat window
5) You may need to click "Something Else" or "More Options" or type "Agent" a few more times
6) Click “Have Us Call You†(or "Chat with an Agent")
