All non-paying buyers are treated the same way, whether they have 0 feedback or 1000. If they have not paid after four days, eBay will cancel the sale. You will be fully refunded any fees and the buyer will be given a strike against them. Sometimes things come up and buyers have a legitimate reason why they can't pay and why it's a good reason to keep professional as a seller.
As a seller, make sure you review your Buyer Requirements where you can specify limits on who can purchase your items.
