If you go to your Account Settings under Buyer Management, there is a box to check to require that your Buyers have a payment method on file before they can place a bid. Be sure to check that box.
In general though, eBay gives Buyers four days to pay. After that is up, all Sellers should cancel the sale for nonpayment. That reports the Buyer to eBay who will issue a strike on that Buyer's account. After two strikes, that Buyer will no longer be able to purchase from most Sellers.
