Non delivery of an item and closed a case accidentally

Question

I made a mistake and closed a case on an item that I never received. The seller is no longer a registered member of eBay. I tried several time to contact. Not being familiar with the eBay return procedure-I opened a return the item case, then closed as I had not received the item. I was hoping to file a case for non delivery and also against the seller. I just want my money back.

Any suggestions? Thank you.

If you paid with a credit card, contact the card issuer regarding a chargeback.
