No way to report fraud? I was shipped a package without the item in it. I keep getting tracking info

I tried everything to try to tell eBay about the fraud, which matches multiple other negative comments (if you specifically search for those, beause they report the seller has 100% positive feedback). No matter what I try, the AI chat keeps "wrapping up" our converstaion providing the tracking information on a package that I stated was delivered, but without the item. The total weight for th package is about an Oz.. and it's a bicycle part.

Any way to talk to an eBay agent these days?.. The seller will continue defrauding other buyers.. I already see the same item listed by them multiple times.

If an item arrives but is not as described, even just an empty box, then the buyer can file a "not as described" return within thirty days.

If the seller does not provide for tracked return shipping, refund the buyer directly or refund once tracking shows the item has been returned to the seller, after three business days, the buyer can ask eBay to step in.

If the buyer files an "item not received" case, the seller wins by providing tracking that shows delivery, even if the box was empty.
