NO WAY TO CONTACT AN EBAY REP

Question

i bought an item 4 weeks ago and still hasnt shipped. contacted the seller and they refused to cancel. Cant get a hold of an ebay agent by calling or chat. it only send me to help articles. very frustrating

The buyer has thirty days from the last estimated delivery date shown at the time of purchase to start an "item not received" claim with eBay. Once a claim has been started, the buyer has up to twenty-one business days to ask eBay to step in and force a refund. After that, the case is automatically closed without a refund, and eBay can no longer help.

If you have waited too long to start a claim or to ask eBay to step in, you may still have recourse through your payment method. Many credit cards offer some protection for items that are not received for up to six months from the date of purchase.
