No shipping service shows up in shipping screen
I just sold an item to a person in canada. when i attempt to create a shipping label there is no shipping service listed because of the canada postal strike. The buyer is using a PO box so I can't use UPS, what do I do

You should cancel the sale as problem with buyers address. You don't want to ship UPS to Canada or other international location as they charge a brokerage fee in addition to the customs fees.
Looking at a listing from around this time frame you had direct Priority International shipping on the listing in addition to the eBay International Shipping program.

You should NOT offer direct international shipping to Canada or any other international location unless YOU wish to be responsible for refunds on cases.
If you are using a business policies then you need to update the policies.
If you are not using Business Policies then block countries you do not ship to in account settings>

This does NOT block EIS shipping unless you toggle OFF allowing EIS to override your exclusion list. I don't recommend toggling this off.
I do recommend blocking buyers in locations you do not ship to in Buyer Requirements to prevent buyers from trying to buy items that they can't pay for>
