Sellers are not required to respond or provide tracking until after a case has been opened, though many sellers will do so voluntarily as a matter of good customer service.
You can file an "item not received" case starting the day after the last estimated delivery date shown at the time of your purchase. At that point, the seller has three business days to provide tracking that shows delivery or else refund you. If the seller does not cooperate, you have up to twenty-one business days to ask eBay to step in and force a refund.

If you have waited too long to start a claim or to ask eBay to step in, you may still have recourse through your payment method. Many credit cards offer some protection for items that are not received for up to six months from the date of purchase, but you should try to get help through eBay first before resorting to that. Once you go to your payment method to start a case, eBay can no longer help.
What kind of feedback does your seller have for selling? Is this an experienced seller? Where is the seller registered -- the same location the seller is shipping from? Buyers can avoid lots of problems by choosing only to do business with experienced sellers that have a proven track record of delivering similar items, and by avoiding sellers that appear to be drop-shipping or offering deals that are "too good to be true".

OP2 weeks agoI don't know if your comments are official policy? You make ebay sound like a personals web site with no obligation to respond to messages or provide tracking for an item costing a few hundred $$$. This is a business web site responding to buyers messages and tracking are expected and ebay should require such. This is the 1st instance I've encountered possibly indicating trouble. Why isn't ebay looking out for the Buyer sounds to me like ebay is giving preference to the Seller.

Mentor2 weeks agoI speak for myself; I don't speak for eBay. But I can explain how eBay actually works, rather than how you think eBay should work.
eBay does not provide tracking. Tracking comes from the shipping service the seller uses, and eBay does not require the seller to communicate or provide tracking until after a buyer opens an "item not received" case.
